The United States Bureau of Customs and Bor- der Protection and the United States Bureau of Immigration and Customs Enforcement are au- thorized, as appropriate, to enforce the provi- sions of subsection (a) and to enforce the laws and regulations governing exports of rough dia- ▇▇▇▇▇, including with respect to the validation of the ▇▇▇▇▇▇▇▇▇ Process Certificate by the ex- porting authority.
Customs and Bor- der Protection means the U.S. Customs and Border Protection Port Directors at the U.S. Customs and Border Protec- tion Ports of Entry (other than the port of New York, New York where their title is the Area Directors).
The Commissioner of U.S. Customs and Bor- der Protection may require that the fee re- ferred to in paragraph (1) be paid by each en- tity that has entered into a fee agreement under subsection (a) with U.S. Customs and Border Protection in advance of the perform- ance of U.S. Customs and Border Protection services.
