A prohibited source is any person, company or organization which:o Does business with USDA, oro Is seeking to do business with USDA, oro Conducts activities regulated by USDA, oro Has interests that may be “substantially affected” by the performance or non-performance of the employee’s duties, oro Is an organization a majority of whose members fit any of the above categories.
The exception to this rule is for a business entity that: Makes a contribution or series of contributions to a candidate in the cumulative amount greater than $500; and either Does business with the State involving consideration of $100,000 or more (see Title 14 of the Election Law Article); or Employs a registered lobbyist for compensation in excess of $500 during the reporting period (see §15-715 of the State Government Article, Annotated Code of Maryland).
