Earthmoving definition

Earthmoving means any construction or other activity which disturbs or alters the surface of the land, a coral reef or bottom of a lagoon, including, but not limited to, excavations, dredging, embankments, land reclamation in a lagoon, land development, mineral extraction, ocean disposal, and the moving, depositing or storing of soil, rock, coral, or earth.
Earthmoving means the movement of earthen material which causes or has the potential to cause fugitive dust.
Earthmoving means any construction or other activity, which disturbs the surface of the land including, but not limited to, excavation, embankment, fill, and cut of soil, rock, or earth.
