English Language Learning (ELL) definition

English Language Learning (ELL). (formerly English as a Second Language) means English Language Learning (ELL) services to enable students whose primary language or languages of the home are other than English to develop their individual potential within British Columbia’s school system. The primary goal of the provincial school system is to support the intellectual development of students. Enabling all students to achieve the goals of human, social and career development is a responsibility shared by schools, families, as well as the community. Boards of Education that report students as ELL on the Form 1701, meeting all of the requirements as specified on the Form 1701 Instructions, may qualify for ELL funding. Students are eligible for ELL funding for up to five years, provided they continue to meet funding criteria. Boards of Education will be funded as per the current year’s Operating Grants Manual for each eligible full time equivalent (FTE)
