factory in operation means a factory that is in operation or was previously in operation, but which has temporarily suspended its operations in whole or in part so that construction work may be carried out. In the case of heavy industry work, this premium shall be payable for all work carried out on heat resistant and acid resistant materials, not taking into account the “factory in operation” concept.
