Federal Commissioner definition

Federal Commissioner means the Person appointed by the President of the United States to serve as nonvoting member of the ACT Basin Commission and to represent all federal agencies with an interest in the ACT Basin. Flow means a quantity of Surface Water that passes a defined reference point over a defined period of time expressed in CFS or MGD.
