Free primary education definition
Free primary education means that no child in Grades 1-7 can be prevented from enrolling in and attending primary school nor prevented from sitting for or receiving results from Grade 7 national examination because she or he is unable to pay school fees. While Parent-Teacher Associations (PTAs) are still empowered to conduct fund raising activities for their schools, they may not levy fees from individual pupils. To compensate schools for the loss of revenue that this policy may cause, the MOE has begun a policy to provide grants to schools for maintenance, supplies, and other incidentals.
