Full build-out definition

Full build-out. - means the final expected number of residences, business or dwellings in the proposed subdivision;
Full build-out means that nominal building and clearing footprints consistent with highest and best use as allowed under current zoning were applied to all private and undeveloped parcels with development potential in the floodplain.
