Fully-signing environment definition
Fully-signing environment means an environment where the primary means of communication between staff, caregivers, and housemates is American Sign Language (“ASL”); Sign Language from other countries, such as Spanish Sign Language; Signed Exact English; a mixture of ASL and signed English; tactile sign; and visual-gestural communication.
