HDSA definition

HDSA means Historically Disadvantaged South Africans, as defined in the MPRDA;
HDSA means any South African person, category of persons or community historically disadvantaged by unfair discrimination prior to the coming into effect of the Constitution of the Republic of South Africa Act, 200 of 1993, including Black people, the disabled and women;
