Inconclusive report definition
Inconclusive report means a report that is determined by the investigator, who conducted the investigation not to be unfounded, but the findings are inconclusive and there is insufficient evidence to determine whether child abuse or neglect . . . has occurred."
Inconclusive report means a finding by an agency specified in Section 11165.9 that abuse or neglect is not unfounded, but in which the findings do not rise to the level of a high index of suspicion, and are inconclusive as to whether child abuse or neglect occurred.
