Upon the Engineer-Architect's Interim Certificate of Completion being issued, the Owner shall, if the Contractor is not in breach of or in default under the Contract, return to the Contractor that part of the security deposit covering performance of the work which, in the opinion of the Engineer- Architect, is not required for the purposes of the Contract.
The Consultant shall prepare deficiency lists and advise the GNWT of work to be done in order to complete the project, and assist in preparation of an Interim Certificate of Completion in accordance with the provisions of the Construction Contract.
