Section 2.08 No Contractor shall directly or indirectly, or by a subterfuge sublet, or contract with members of the Union all or any part of the Labor services required by any contract of such contractor.
Capitalized Labor: services performed by Grantee’s employees that are deemed to be capitalizable under the terms of the PS, at the actual Annual Base Salary and Percent Effort for each employee or the percent effort set forth in the Project Budget for the position, whichever is less.
