The main power specific to Local Authorities (LAs) is section 2 LGA (2000) – the power of "well-being".

Under Part III LGA 2000 all County, County Borough and Community Councils, and all National Park and Fire Authorities in Wales must have a code of conduct as to how their elected members should behave.
