No licensee shall operate or permit the operation of a vehicle on any public right-of- way unless the operator has received permission for the location for the vehicle from the Licence Commissioner and signed a standard form of agreement with the Licence Commissioner to grant such permission in accordance with the following procedures.

Where any determination is made that any premises or person named in the application does not receive the approvals required by this by-law, the reasons for the lack of the required approvals shall be specified, and the Licence Commissioner or designates shall notify the applicant of all such reasons.
