Mediation Hearing. If the grievance is not satisfactorily resolved at the formal conference, the grievance shall be submitted to a mediator appointed by the State Mediation Service if such request is made within ten (10) days from the receipt of the formal conference reply. If the parties are unable to reach an amicable settlement of the claim by mediation after a reasonable time, the mediator shall have the right to submit his/her recommendation in writing.
