Meet and discuss means the obligation of the Employer and the Union upon request of the other party to meet at reasonable times and discuss matters relating to the administration of this Agreement. The Employer shall be represented in “Meet and Discuss” session by not more than five persons of its own choosing. The Employee organizations shall be represented in “Meet and Discuss” sessions by not more than five persons of its own choosing. The “Meet and Discuss” committees representing the Employer and the Employee organizations shall meet periodically, at times mutually agreeable to the two committees and it may be during regular working hours, for the purpose of conferring on “Meet and Discuss” items. It is understood that this provision does not involve collective bargaining and does not require either party to concede a position.
