If a Market Party has reasonable grounds to believe that it has been adversely affected because a Mitigation Measure has been improperly applied or withheld, it may utilize the dispute resolution provisions of the ISO Services Tariff to determine whether, under the standards and procedures specified above and in the Plan, the imposition of a Mitigation Measure was or would have been appropriate.
The Applicant shall be responsible for implementing each Project Design Features (PDF) and Mitigation Measure (MM) and shall be obligated to provide certification, as identified below, to the appropriate monitoring and enforcement agencies that each PDF and MM has been implemented.
