Modernize means to adapt to needs presented by a changing landscape by the adoption, installation, and implementation of modern equipment, ideas, strategies and methods/to improve through the use of new ideas and technology.

Modernize means the replacement and upgrading of existing facilities which increase the productive input or output, update the technology, or substantially lower the cost of operation and extend the economic life of the facility. Modernization may result from the construction, alteration, or installation of buildings, structures, fixed machinery, or equipment, but shall not be for the purpose of reconditioning, refurbishing, repairing, or deferred maintenance.
