No person shall cause, willfully or otherwise, by action or inaction, alteration of, environmental change to, damage to or demolition of any significant feature(s) or characteristic(s) of a landmark or all or portion of a historic preservation district, or other listed historic resource, or National Register resource or California Register resource without first having obtained a proper County authorization for same.
Changes to a National Register resource are automatic upon change by the federal Keeper of the National Register of Historic Places.

For undertakings that may have an adverse effect on a listed or eligible State or National Register resource, VAOT shall consult with the SHPO, and prepare for the SHPO's concurrence a recommendation for mitigation measures that would avoid an undue adverse effect.
For any undertaking that does not include a listed or eligible State or National Register resource within the area of potential effects, or alternatively includes listed or eligible properties that will not be affected by the undertaking, the VAOT Archaeology Officer and Historic Preservation Officer shall make a formal finding of no effect.
