Non-Responsive Bidder definition

Non-Responsive Bidder. A Bidder who has submitted a bid, which does not conform to all requirements of the solicitation document. Open Market Purchase: Authorization may be given to an Agency to purchase items above direct purchase authority due to the unique nature, price, quantity, location of the using Agency, or time limitations by DAS Materiel Division, SPB.
Non-Responsive Bidder means a bidder, or prospective bidder who fails to furnish, upon request, proof of his/her responsibility; who as a vendor or contractor with the county repeatedly made slow or unsatisfactory deliveries; or who has violated, or attempted to violate, the provisions of this ordinance.

  • Non-responsive Bid means a bid, which is not submitted as per the instructions to the bidders or Earnest Money Deposit has not been attached, or the required data has not been provided with the Bid or intentional errors have been committed in the Bid.
