NOT CLASSIFIED generally means the project type the monies were appropriated for has not yet been identified. The project may be a new type or may be incremental funding for a previously funded project. For purposes of this RFA/SBREFA screening analysis, EPA assumed these monies were appropriated for a new project type in order to include more projects and thus more governmental entities, including the possibility of small governments, in this screening analysis.
