On-Leash definition

On-Leash means that a dog is kept under control by means of a leash which is attached to the dog so that the dog cannot break loose, and which is tethered to an immovable object or held by a person physically capable of restraining and controlling the dog.
On-Leash means being securely attached to the Dog Guardian with a short six foot leash or retractable leash not to exceed 20 feet. If more than three dogs accompany a Dog Walker, then all but one dog must be On-Leash when in Voice Control areas.
On-Leash means an animal this is attached to its owner with material no more than four (4) metres in length that is capable of restraining the animal.
