Operating Entity or Operator definition
Operating Entity or Operator means any person who alone or along with other persons has primary management and operational decisions-making authority over any part of a facility. This definition is not applicable to "operator" as that term is used in N.J.A.C 7:14A-4.9(b)2, 22.6(a)4, 22.6(c)3, 23.25(a)3, or 23.25(a)4i.
