Over Target Baseline definition
Over Target Baseline means an overrun to the Contract Budget Base (CBB) which is formally incorporated into the Performance Measurement Baseline (PMB) for management purposes.
Over Target Baseline. (OTB) means an overrun to the Contract Budget Base (CBB) of a post Critical Decision 2 (CD-2) project being executed under DOE O 413.3, current awarded Task Order(s) and / or the Contract.
