• The Eagle P3 Project is being delivered and operated under a concession agreement that RTD has entered into with a "concessionaire" that has been selected through a competitive proposal process “Denver Transit Partners (DTP)”.

• Subject to the conditions set forth in this Agreement, the Department will make payment of the Proposal Payment to the Proposer within forty-five (45) days after the later of: (a) notice from the Department that it has awarded the Comprehensive Agreement to another Proposer; or (b) notice from the Department that the procurement for the P3 Project has been cancelled and that the Department will not award the Comprehensive Agreement to any Proposer.

• The P3 Manual will build upon the best practices and help to improve on lessons learned from the US-36 P3 Project and the early stages of the I-70 East P3 Project plus other industry best practices to address P3 program development and management and walk through the different stages of project development to help set roles and responsibilities to ensure timely and responsive actions that are needed between HPTE and CDOT to address common needs of P3 projects.
