Power Factor Surcharge means an amount charged by a provider of electricity to the New Infrastructure when the ratio of usable power consumption to reactive power consumption in connection with the New Infrastructure is below a set amount;

  • In his comments, the 1st Respondent submitted that the installation displayed power lag less than 0.90 for three months from November 2006 to January 2007 and, as per Clause 22.04 of Conditions of Supply of Electricity of Distribution Licensees in the State of Karnataka, H.T Installations were not to be levied Power Factor Surcharge for the first three months of service as this was treated as grace period.

  • As per clause 22.02 (a) of Conditions of Supply of Electricity of Distribution Licensees in the State of Karnataka, HESCOM has to give 3 months’ notice to the Consumer to correct the power lag and if Consumer fails to correct the power lag within 3 months, then the Licensee can levy Power Factor Surcharge.

  • Power lag status is also reflected in the Trivector Meter on daily basis and hence single notice is sufficient to levy Power Factor Surcharge.

  • This is an appeal under the provisions of K.E.R.C. (Consumer Grievance Redressal Forum & Ombudsman) Regulations,2004 against the orders passed by the 2nd Respondent Vide No. UÁæª Éà /CYS-186 ¢£ÁAPÀ 28.12.2010 (hereinafter referred to as “Forum”) in respect of the Appellant’s grievance relating to levying of Power Factor Surcharge by HESCOM without issuing mandatory 3 months notice.

  • Since the Appellant failed to take any steps to improve the power factor and also the power lag had been less than 0.90, the 1st Respondent had levied Power Factor Surcharge from February 2007 to September 2008.

  • Hence, in respect of installation under reference, Power Factor Surcharge had not been levied for the first three months of servicing.

  • If Consumer fails to install apparatus, then the Licensee can levy Power Factor Surcharge as specified under Tariff Schedule.

  • For the months of October 2008, November 2008, December 2008 and July 2009, no Power Factor Surcharge had been levied as there had been no power factor lag.

  • Similarly, for the month of February 2008, the 1st Respondent has levied Rs.114/- Power Factor Surcharge without any notice and the 1st Respondent admitted to have collected this amount without issuing three months notice.
