Pre-canvass definition
Pre-canvass means inspection of the voter declaration on the ballot return envelope, opening of all envelopes containing completed absentee ballots, removal of such ballots from the envelopes, preparation of the ballots for counting. Pre-canvass may include counting, computing, and tallying of the votes reflected on the ballots.
