PRE-QUALIFYING CRITERIA. The revision of the Preferential Procurement Regulations of 2011 has largely been influenced by the need to provide for a mechanism to empower certain categories (Small Medium and Micro Enterprises (SMME) also classified as EMEs or QSEs, Co-operatives, Township and Rural enterprises) through procurement. To this end, commitment made by Government has been to leverage public procurement. Only tenderers who meet any of the following prequalification criteria may respond:- An EME or QSE Bidders who do not meet the pre-qualification criteria shall not be considered for Administrative evaluation.
