Chapters 5, 6, 7, 8.10, and 10.2.1 of the HCP/NCCP describe a Conservation Strategy that includes: the biological goals and objectives of the HCP/NCCP; avoidance and minimization measures to reduce impacts resulting from Covered Activities; land acquisition and assembly of the Preserve System; Preserve System management that includes habitat creation, enhancement and restoration and species population enhancement; Plan Area monitoring and reporting; and adaptive management.

The Implementing Entity may also include in the Preserve System lands acquired by the Park District in accordance with Section 9.4, below, and lands acquired through partnerships with other entities in accordance with Section 9.5.
