At the time of discovery, the Project Archaeologist shall contact the PDS Staff Archaeologist.
The contract or letter of acceptance provided to the County shall include an agreement that the archaeological monitoring will be completed, and a Memorandum of Understanding (MOU) between the Project Archaeologist and the County of San Diego shall be executed.
The Historic Resource Branch, Manitoba Culture, Heritage, Tourism and Sport or the Project Archaeologist, will be contacted by the Contract Administrator to determine the nature and extent of the archaeological material and to arrange for its recovery.
If the human remains are not considered forensic, (i.e., no foul play suspected), they will be removed by the Historic Resources Branch, Manitoba, Culture, Heritage, Tourism and Sport or the Project Archaeologist and turned over to the Province.
The Project Archaeologist and the Tribal monitor(s), shall have the authority to temporarily divert, redirect or halt the ground disturbance activities to allow identification, evaluation, and potential recovery of cultural resources in coordination with any required special interest or tribal monitors.
The Project Archaeologist shall perform the monitoring duties before, during and after construction pursuant to the most current version of the County of San Diego Guidelines for Determining Significance and Report Format and Requirements for Cultural Resources.
The Project Archaeologist and the Tribal monitor(s) shall manage and oversee monitoring for all initial ground disturbing activities and excavation of each portion of the project site including clearing, grubbing, tree removals, mass or rough grading, trenching, stockpiling of materials, rock crushing, structure demolition and etc.
In addition, the Project Archaeologist, in consultation with the Consulting Tribe(s), the contractor, and the City, shall develop a Cultural Resources Management Plan (CRMP) in consultation pursuant to the definition in AB52 to address the details, timing and responsibility of all archaeological and cultural activities that will occur on the project site.
If archaeological resources were encountered during the earth disturbing activities, the Project Archaeologist shall provide an Archaeological Monitoring Report stating that the field monitoring activities have been completed, and that resources have been encountered.
Construction and excavation work will not resume until the Contract Administrator, having consulted with the Historic Resources Branch, Manitoba Culture, Heritage, Tourism and Sport, or the Project Archaeologist, authorizes a resumption of Work.
