Proprietary agency means an organization or facility providing preschool, which is operated for profit.
Proprietary agency means an organization or enter- prise that is operated on a for−profit or cooperative basis, includ- ing a proprietorship, partnership, firm, business trust, joint ven- ture, syndicate, corporation, cooperative or association.
