public campaign as used in regulation 33 (1) means the act of publicly soliciting for the support and vote of members through convening public gatherings of members, use of print and electronic media, and includes hosting luncheons or dinners for members, but does not include members’ forums or gatherings organised by a branch for joint debates or addresses by candidates;
