Public monitoring entity means a department or other entity of state or local government whose duty, in whole or in part, is to supervise persons who have been charged with or convicted of a criminal offense and who may conduct a monitoring program or contract with a private monitoring company to conduct a monitoring program for persons under their supervision; and
