Qualifying research institution. (QRI) shall mean a medical institution, hospital, academic institution, research organization, public or private institution, state, or local government agencies or other entity located in the State of New Jersey, with a demonstrated ability to conduct grant-funded cancer research. The QRI shall have established procedures to receive and administer Federal and State grants, including a Grant Administration Office (or equivalent) that is responsible for overseeing grant programs and procedures for the protection of human subjects and an Institutional Review Board (IRB) that will approve the proposed activities.
