Recipient of health care business or referrals” means any individual or entity (a) to whom Provider refers an individual for the furnishing or arranging for the furnishing of any item or service, or (b) from whom Provider purchases, leases or orders or arranges for or recommends the purchasing, leasing, or ordering of any good, facility, item, or service, for which payment may be made in whole or in part by a Federal health care program.
