In the subsequent rental of vacant For-Rent Owner Affordable Housing Units, the Owner shall give a first priority preference (as described in Subsection 3 below) to Certificate Holders (first, holders of Residential A Certificates, and second, holders of Residential C Certificates) who were on the Potential Tenant List for such Residential Units, and then to Certificate Holders who request to be included on the waiting list following completion of Rent-Up of such Residential Units.
