Road Shoulder definition

Road Shoulder means the area within the Road Layout that lies four (4') feet to either side of the paved portion of the Road Layout; provided, however, that if no portion of the Road Layout is paved, then "Road Shoulder" shall mean the area lying four (4') to either side of the traveled way portion of the Road Layout.
