Rural city definition

Rural city means a city having a population of 10,000 or fewer, or a city having a population of greater than 10,000 but fewer than 20,000 that has been determined by the department to have economic characteristics such as, but not limited to, a significant percentage of residents on public assistance, a significant percentage of residents with income below the poverty level, or a significant percentage of the city’s employment base in agriculture- related industries.

Rural city means either of the following: (a) (1) “Rural city” or “rural regional agency” means a city or regional agency that is located within a rural county as defined in Section 40184. An incorporated city that has a geographic area of less than three square miles, has a current waste disposal rate of less than 100 cubic yards per day, or 60 tons per day, and is located in a rural area. (2) An incorporated city that has a population density of less than 1,500 people per square mile, has a current waste disposal rate of less than 100 cubic yards per day, or 60 tons per day, and is located in a rural area. (b) (1) Nothing Unless the board takes action pursuant to paragraph (2), this section does not in this section shall affect any reduction granted to a rural city or rural county by the board pursuant to Section 41787 prior to January September 1, 2008. 1994. (2) The board may review and take action regarding any reduction granted to a rural city by the board in accordance with subdivision (b) of Section 41787.
