Sanitary Certificate. 9 means an official statement issued by the competent authority of the country of origin to which it dispatches specifically controlled plants, to certify that the specifically controlled plants are free of microorganism or any hazardous materials which would harm human’s health in accordance with the conditions of the country of destination;
