Unless otherwise specified in the Master Agreement, Participating Addendum, or ordering document, the terms of this Section IX will apply.
The purpose of such Advisory Council is to monitor the performance of this Agreement, amend this Agreement (with concurrence of all parties affected), and terminate this Agreement as provided in Section IX.

The Plan is incorporated by reference and made a part of this Agreement, and this Agreement shall be subject to the terms of the Plan, as the Plan may be amended from time to time, provided that any such amendment of the Plan must be made in accordance with Section IX of the Plan.
In addition to termination pursuant to Section IX, any party may terminate this Agreement by written notice, which termination shall be effective 48 hours after such notice is given.
The State shall bill the Agency for that portion of State costs which were not reimbursed by the Federal Government (see Section IX).
