The purpose of this Contract is for Contractor to provide Emergency Shelter Operations and Services for Individuals experiencing homelessness in the North Service Planning Area (SPA) of Orange County.
The purpose of this Contract is for Contractor to provide Emergency Shelter Operations and Services for Families experiencing homelessness in the South Service Planning Area (SPA) of Orange County.
Contractor shall ensure that one (1) FTE Case Manager shall be designated to each Service Planning Area (SPA).
Program Description: CONTRACTOR, pursuant to requirements set forth in this Scope of Services and consistent with HDAP requirements, shall provide street outreach, case management, disability benefits advocacy and housing assistance, including case management and financial assistance, to individuals with a disability who are experiencing homelessness and connect them to appropriate services in the North Service Planning Area (SPA) identified in Exhibit “2” (“PROGRAM”).
The composition of this these three boards will include: Community Advisory BoardOne (1) representative appointed by the Orange County Board of Supervisors Thirteen (13) representatives appointed by the local City Councils of the North County Service Planning Area (SPA).
The Emergency Shelter Operations and Services for Families experiencing homelessness in the Central Service Planning Area (SPA) will provide access to facilities that provide safe, temporary shelter services for the homeless population with a focus on ensuring a household’s experience of homelessness is as brief as possible.
Additionally, to meeting the homelessness definition as described above, individuals Seeking shelter in the Central Service Planning Area (SPA) will be screened for open felony warrants and status as a registered sex offender.

County shall refer homeless CalWORKs WtW families’ cases to Contractor based on the: • Participants’ eligibility; • District Office where the homeless CalWORKs WtW family has reported to and claimed to be homeless; and • Corresponding Service Planning Area (SPA) that DPSS District Office is located.
