Similar municipalities means 2 or more municipalities that, as determined by the department by rule pursuant to subsection 13, paragraph A, subparagraph (3), have similar population sizes and similar geographic locations and share other department-specified criteria. [PL 2021, c. 455, §2 (NEW).]
