Tribal Sovereign Nations have the option of participating in Early Achievers through an inter-local agreement between the Tribal Sovereign Nation and DCYF.
This includes one-time surplus funding that could be obligated for unmet needs in Sovereign Nation services and program development.
Upon expiration, suspension, or termination of the SLA or Agreement, invoices for work performed or allowable expenses incurred after the start of the SLA or Agreement and prior to the date of expiration, suspension, or termination must be submitted by the Sovereign Nation within forty-five (45) calendar days.

The Sovereign Nation will not hold out itself, or any of its employees as, nor claim status as, an officer, employee, or agent of HCA or the state of Washington.
If unsuccessful, Sovereign Nation and HCA agree to refer the issue to a Dispute Board and abide by the decisions of the Dispute Board.
By signing below the Sovereign Nation agrees to comply with all applicable State and Federal statutes, laws, rules, and regulations in the performance of this Agreement, whether included specifically in this Agreement or not.
HCA will reimburse Sovereign Nation for the actual, allowable costs of services provided under the applicable SLAs. Payment will be provided through the submission of accurate, itemized invoices as outlined in Section 2.10, Invoice and Payment, below.
