Speech-impaired person definition
Speech-impaired person means an individual who has suffered a loss of oral communication ability which prohibits normal use of a standard telephone handset.
Speech-impaired person means a person whose speech is nonfunctional or defective for the purpose of ordinary communication. [PL 1995, c. 560, Pt. F, §13 (NEW).]
