Standard 5. A Plan shall effectively and efficiently participate in each national program as from time to time may be adopted by the Member Plans for the purposes of providing portability of membership between the Plans and ease of claims processing for customers receiving benefits outside of the Plan's Service Area. Such programs are applicable to Blue Cross and Blue Shield Plans, and include:
