standing by means the time during which a pilot is dispatched to a vessel and is waiting to go on duty to perform pilotage service; “standing by” includes time onboard the vessel, or on shore if the vessel’s owner, master, or agent has scheduled a pilot to be available for pilotage duty;
standing by means close enough to be immediately involved if needed.

Thus Snell's Equity (at paragraph 12-034) describes proprietary estoppel based on acquiescence as applying "where B adopts a particular course of conduct in reliance on a mistaken belief as to B's current rights and A, knowing both of B's belief and of the existence of A's own, inconsistent right, fails to assert that right against B".

  • Envelope is a portion of the Estimated Provincial Subsidy that is designated for a specific use. There are four Envelopes in the Estimated Provincial Subsidy as follows:
