step-by-step type-approval means a vehicle approval procedure consisting of the step- by-step collection of the whole set of EC type approval certificates for the systems, components and separate technical units relating to the vehicle, and which leads, at the final stage, to the approval of the whole vehicle. This means that wherever a single regulation exists for a vehicle system, component or separate technical unit (such as e.g. engine emissions covered by Regulation EC 582/2011 as implementing act under Regulation EC 595/2009) a manufacturer of a system, component or separate technical unit can also apply for type approval. The applicant for the whole vehicle type approval can make use of those type approvals for his own application. In this case the “owner” of a vehicle system, component or separate technical unit remains responsible for his own approval. Understandably, approval for a system, component or separate technical unit can only be obtained within the step-by-step approach as long as a regulation is applicable to the relevant “stand alone” systems, components or separate technical units.
