Sugar cane planters institute” means associations, cooperatives, agricultural clusters of sugar cane planters registered as juristic persons under the law, and have already registered with the Board in accordance with the rule prescribed by the Board, but not includes the limited companies or partnerships having sugar cane planters as shareholders or partners, either in whole or in part;
