Targeted support means support required for a public school identified as having a subgroup of students labeled “consistently underperforming” as required under the Elementary and Secondary Education Act of 1965, Pub. L. No. 89-10, as reauthorized by the Every Student Succeeds Act of 2015, Pub. L. No. 114-95.
